PDA est une organisation non gouvernementale fondée par M. Mechai Viravaidya en 1974 pour contribuer au développement social et à l'amélioration de la qualité de vie de la population. Les activités de la PDA ont commencé par la promotion du planning familial et des soins de santé primaires en lançant un système de volontaires dans les villages de toute la Thaïlande (12 000 volontaires dans 16 000 villages), ce qui a permis de réduire le nombre d'enfants par famille de 7 à moins de 2 sur une période de 25 ans. Le PDA a également été salué au niveau international pour la prévention du VIH/SIDA à l'échelle nationale, ce qui a permis de réduire de 90 % le nombre de nouvelles infections entre 1990 et 2002.
