PDA es una organización no gubernamental fundada por Mechai Viravaidya en 1974 para contribuir al desarrollo social y mejorar la calidad de vida de la población. Las actividades de PDA comenzaron con la promoción de la planificación familiar y la atención primaria de salud, iniciando un sistema de voluntariado en pueblos de toda Tailandia (12.000 voluntarios en 16.000 pueblos), que permitió reducir el número de hijos por familia de 7 a menos de 2 en un periodo de 25 años. El PDA también fue aclamado internacionalmente por la prevención del VIH/SIDA en todo el país, que finalmente se tradujo en un descenso de las nuevas infecciones en un 90% entre 1990 y 2002.
